Telegram from Lincoln Gordon (29 March 1964)

Ambassador Gordon updates high-ranking U.S. officials on the situation in Brazil (the day before the coup). In this cable, he stresses the need to have a secret shipment of weapons “pre-positioned prior to any outbreak of violence.” He discusses the possibility of attribution of the coup to the United States: “risk of later attribution to U.S. government covert operations seems minor to us in relation to positive effects if the operation is conducted with skill.”
